Lord Oberon
Oberon is a Second Stage
Promethean. In his previous life his name was Steven "Flip"
Jones, he was a Phase Adept that was one of a party of
adventurers that included two Cosmo Knights, a Holy Terror, a
Druid, A Ley Line Walker, a Fire Warlock and a Wilderness Scout,
whose mission it was to prevent the assemblage of the Apocalypse
Beast (see Rifts Africa©). The party was successful in
destroying Death in that dimension.
When Steven returned to Phase World he took the test of
maturity and ascended to Second Stage. When he left the
Initiation Temple Steven took up residence on the Planet Chrysler
in the Corkscrew Galaxy. There he built what came to be known as
Babylon one stone at a time; this task took just over a millennia
to complete.
When he finished Steven went out and searched for others that
wished to dedicate their lives to teaching and learning. With the
first generation of scholars ready Steven took the name Oberon
and began to pass on his knowledge. At first the city had no name
and eventually the residents named it Oberon for its founder (the
tower was nicknamed Babylon by an expelled human student who
perceived Oberon's natural aloofness for ego and said as he was
ejected from the city "Finally the tower of Babel has found its
god." And the name stuck).
As the city began to grow Oberon saw that a security force
would eventually be needed. He turned to a former student that
had excelled in mechanics to provide that security force.
Grateful for the education he had received Thadius was more than
willing to supply Oberon with 200,000 M.K. Glitterboys and to train soldiers in
their use. In return Oberon occasionally gives Thadius news of
new technologies throughout the Megaverse.

Oberon's Personal Chamber atop Babylon
The 2001st level of Babylon is
Oberon's personal chamber When you reach the top of the stairs
there are two Phase Tech Glitter Boys Standing guard. There is an
observation deck all the ways around the circular central chamber
(a MDC force field keeps normal oxygen level for visitors). The
chamber appears to be about 300 feet across and its walls are
constructed of solid diamond etched with runes. Anyone who wishes
to speak with Oberon is welcome but must relinquish all weapons
and armor to the guards at the door. Also no hard-soled shoes are
allowed in the chamber. If the visitors have no other clothes a
plain cotton tunic and pants with a pair of soft leather
moccasins will be issued. Upon entering the chamber you will see
that it is about 3000 feet across, the floor is a mosaic of
polished gem stones, and in the center of the room is a ruby
throne sitting on a 20' dais.
Seated on the throne will be Oberon; above his head resting on
pegs is Deaths lifeless rune staff sans skull, on a shelf above
the staff rests the staff's skull. Each person may ask Oberon
three questions. He will answer them as simply and as honestly as
possible (usually yes or no) and will not elaborate with out a
second question. He is one with the time stream and knows all but
will warn that answering any questions about the future can
change that future and that prophecies are self-fulfilling.
If a First Stage Promethean comes to Oberon for the test of
maturity he will either judge them worthy or assign them a task
that will determine worthiness.
Any physical attacks against Oberon will result in his
defending himself by any and all means necessary (see powers,
abilities, and knowledge). Oberon will attempt to restrain his
attacker(s) if reasonably possible, if it is unreasonable to
restrain the attacker(s) Oberon will kill them without guilt. If
he is able to restrain them they will be immediately expelled
from the planet (cast into a random rift) as is, unarmed and
unarmored.
If the players have come to Oberon In the interest of
knowledge and all that is good and unselfishly aiding others he
will offer to teleport them to any location they wish to go (with
all of their equipment). If they have come in the interest of
selfish greed (he will know) then the players will be answered
and sent back out the way they came (the stairs work the same
going down as coming up, if you skip a step you will return to
your point of origin on the stairs when you complete the
circuit).
